Peppers being "franchised"?

I admit that I've been a little behind the times when it comes to the NFL and its doings. But I thought I was keeping up to speed for the most part. Until they started talking about the possibility of "franchising" one of their players. What the heck does this mean??

It means that Peppers can't leave this year until The Panthers agree to a deal to trade him to a different team... for, in this case, two first round draft picks. He's stuck here till then.
